Here is basic chili:

Brown chunks of beef.

Add water and simmer until tender.

Add 1-2 Tbs of chili powder and 1-2 Tbs of cumin

There you have basic chili.

Most people wouldn't like that very much so they add other things.

Simmering the beef in beef stock, adding garlic, salt and other spices improves the flavor tremendously.

Some people add tomatoes.  Some people use different kinds of chillies.  Some people use beans.

You need to develop your own recipe based upon your own taste.
