I have a G23. I really like it but can see why people prefer the 9mm.

I have been seriously considering getting a 9mm conversion kit for it because of the cost of ammo and the recoil. IF I were to do it all over again, I would probably go 9mm and get a G17

Definitely 9mm for all of the reasons
19>23

G23 has harsher snappier recoil than than g20 despite 10mm's 35-40% energy advantage

And if you consider getting a 17 instead of a 19 forget that and get a 34 instead

Alternatively if you'd like to buy a nice gun get a cz or a sig

<- will never not have a g19 again

If you reload, get a 40.  If you dont reload, start reloading and get the 40.

I shoot my 40's really well. When I put my 9mm and 40 on the timer shooting uspsa, my hit factors are about the same. I find that I'm a tad bit sloppier with my 9 on controlled pairs where my second shots with a 40 are more deliberate/controlled.

Hydrashocks for carry, plated for traning/plinking. Again, thats if you reload.

Agree.

17 is better than 19.

.40 for me, but personal preference.

9mm.  Preferably with +P 124g GDHP.

I still have some old .40 duty ammo - 155g at 1250 fps.  Our current .40 duty load is Federal HST; 180g at 1010 fps.  The former is 535 fpe, the latter is 410 fpe.  .40 short and weak? Only if you suck at math.

ETA - I prefer carrying 9mm, but still have a 23 and a 35.  I do not feel under gunned with either.  In fact, I use Double Tap Hunter in my 35 when backpacking, 200g hard cast at 1150 fps and 585 fpe.    Can't do that with a 9mm.

The answer is easy, get the M19. 9mm ammo is $9.50 per 100 on sale when purchased in bulk. It doesn't kick. It has greater capacity. The exact same size as the M23 so if you ever want a .40 your holster will fit.

Buy night sights, either straight from Glock or aftermarket, it doesn't matter. The original plastic sights scream CHEAP.

Where are you getting 9mm for that price?

9mm all the way. Cheaper ammo, nicer recoil, higher capacity.
