What we have is a pre September ‘94 M1A with a serial number of 81,xxx.   84,000 is the cutoff and everything before is a guaranteed pre-ban. So Connecticut good to go and not sure where else it matters.    

It was built with USGI parts and according to Springfield Armory it was produced in June of 1994, and was a factory model AA9110 M1A1 W/F (With Folder).  Springfield went to these stocks for their bush rifles when they ran out of BM59 style stocks.  
Comes with one mag and a scope mount that’s been painted odg like the stock.

Bbl length? Apears to be SOCOM 16.

That should be an 18" barrel.  I don't believe the Socom was around pre-'94.  That looks like the older scout/squad style M1A, which had the 18" barrel and the standard op-rod.  Very nice guns.
