Correct. According to my IM's with an EE moderator "In the base rule of the site policies and standards, as long as delivery confirmation or tracking shows it delivered, it is considered delivered."
I personally don't like signature required on stuff shipped to me via FedEx or USPS because their facility is very far from me (in the likely event I'm not at home to sign) but for UPS I work right next to their facility and I always just re-route the package there and pick it up in person.
I believe in the case that you quoted me on, the guy ended up getting his package because I recall that I ended up getting some notification from UPS that all ended well on his end after I had done all that I could.
All that said, it does seem like signature required affords both the seller and buyer some piece of mind. Worst case, the buyer has to drive an hour out of town to the nearest consolidation facility if they miss the first couple of delivery attempts.
