Have him look in the barrel, there is likely no rifling.

This one appears to be an Arisaka training rifle, they are not meant to fire real ammo, they were intended to shoot special blank cartridges.

The two posts above mine nailed it, Japanese training rifle. These were made by dozens of small contractors with little to no commonality of parts. These were meant for use with blanks or low power training ammo. Some can chamber live ammo but aren't strong enough to survive firing it. The blow ups that have occurred when using live ammo in a trainer are the main source of the myth that Japanese rifles were unsafe.
