I'm helping my friends mother in law sells some of her late husbands guns, and one of them is a Winchester 70 in 300 win mag. Does anyone male any parts to turn this into a "tactical" gun?

Yeah, you can get a stock or chassis, convert to mag feed, add rails, etc. they are far better than Remingtons.

Definitely for 98% of game animals.  If hunting dangerous game I'd prefer a CRF rifle but in most other cases it doesn't matter.

I'm assuming post, but have not done the research to figure it out.

Edit: Post, it has the "G" prefix before the serial #.

I am kind of partial to the Win M70 over the Rem 700.  It seems everyone has a Rem 700 but much fewer Win M70 rifles.  I have a M70 Stealth I in 308 it has been consistently a sub-MOA gun since I bought it with the limiting factor being me when it will not shoot sub-MOA.  Personally I think the bolt design on the M70 is better because one I can take it apart with no tool and I changed the spring on mine to a heavier spring.  If it is a pre-64 I would keep it or buy it for yourself then just leave it alone.  If it is post-64 I would still buy it and maybe turn it into a fun project.

When I built a 6mm CM I went with a push feed Win M70 action. No issues, no complaints.
