No you cannot ship primers/powders. (Needs Hazmat)
Unless you make them into loaded ammunition.

Fun fact: primed brass is not considered hazmat, unlike primers, and doesn’t have ORM-D regulations like ammo does. And you can’t potentially get in a sticky situation for manufacturing/selling ammo for profit without a license. |

Thanks for the replies.
A brick of cci spp will sell for 130. + shipping now.  Not worth the risk without the right papers though. |

There could be a market for "primed" casings that are easily deprimed....

Just FYI,
To self pack, label, and ship HAZ MAT, one has to take classes and get a cert from each outfit like FedEx, etc. Without those certifications, you take the stuff to them and they do the packing and labels. This kind of stuff goes ground for the most part. |

Check this out from Fedex You have to have a contract, you have to have 24 hr Haz Mat Phone Service Service, and use proper packaging. |
