Is it necessary to rebarrel with a >16", or is simply removing the <16" barrel from the receiver and getting rid of it sufficient for BATFE?

Don’t... I only say that because why bother if already went through the hassle to register it and ARs are cheap today (more so lowers).

Not an AR.  PS90

I'm selling, so I think de-registering and selling as a title 1 to a buyer who wants to re-register it as an SBR would be faster and cheaper (buyer does an F1 and re-barrels, rather than two F4's for an out of state buyer).

I was going to add that if the gun started as a pistol, removing the stock would be an option...but obviously, wit a Ps90, that wouldn't apply.

Don't mean to hijack your thread.  What if I wanted to sell an AR9 SBR with a 4.5" barrel.  Could I technically sell the lower and upper separately to two different people and not worry about selling it as an SBR?

I have one I built that hasn't been shot much since I purchased my Z5P.  Thanks.
