My pastor has asked me to build her an AR.  I'm aware of the bible verse noted on ACOGs.  Are there other components like that?

Build your pastor a good, basic AR.

6.5 Jesusmoor with a Trijicon 3-18x50mm Accupoint scope will let your pastor reach out to sinners far and wide.  

A 20-24" Criterion barrel (rifle +2" gas) with a matched bolt in a M5E1 Builder's set and Magpul PRS3 stock would be a nice start on the middle-affordable area of the spectrum.  Hiperfire, AR Gold, or Timney trigger  are going to be your best single-stage target type triggers.  You will need an adjustable gas carrier or adjustable gas block, EA1095 recoil spring, and a few different buffers (H1/H2/H3) to experiment with depending on load and suppressor use.  This is my basic build and it'll print sub MOA with 4 out of 5 groups all day long using cheap off the shelf bulk Hornady 140gr American Gunner.

IDF surplus Acog is a must have..

“Her” usually goes well with lightweight.. a Colt 6720 would be nice.

6720’s are wonderful when left KISS. Brownells had a great sale around Black Friday on uppers.

Pastor is female.  Is it her first firearm?  Will it be a simple iron sight M4-ish defense build, maybe a red dot and weapon light?  Or is it a longer range or competition build?

Maybe just keep it simple with an appropriate logo on the ejection port door?

Don't spend to much on it, she'll just be turning it in in 100 days when President Harris does her buy back program.

Is your goal to get her into shooting?
