Can these be permanently removed or are those screws holding something else together?  I'm not planning on using them, so they're just dead weight.

Remove them if you don't want them. They don't do anything else.

Meh, I took one off and weighed it at 5 grams.  Two of those isn't even half an ounce.  Just gonnna put it back on and leave them.  Would have to replace screws anyways with a shorted one that can thread all the way in without the QD mount.
