Here is how I load .30 Carbine. I load for a USGI Saginaw carbine and have had 100% success. It works for me.
1. Tumble range pick-up brass (most, but not all, fired by me)
2. Hornady One-Shot, then wait a few minutes as per the instructions
3. Size in Lee carbide die
4. Measure cases and discard those over the max length (don't throw them away, just put them in a zip-loc or something)
5. Prime
6. Charge
7. Seat bullet
I load on a Hornady LNL with Lee dies. I use 14.2 grains of W296 with plated bullets.
I only occasionally get a case that needs to be trimmed. As such, I just sort them out. I would guess 5-10%. Eventually I might trim them but I have enough brass that for now it isn't worth my time.
I actually load .30 Carbine like pistol ammo - fully progressive, just one pass around the press. The only added steps are the case lube (because .30 Carbine is a bit stout to size without lube) and the measuring / discarding step. I load USGI steel cases the same as brass. Don't even separate them. They don't grow and never need to be trimmed.
