Quite a few options for that money

I get Sheffield made blades, add a better crossguard then have brass handles turned up & to match Second Pattern designs

I also know of very food First Pattern makers in Australia.New Zealand & Canada
IF you want a very good FS knife I can name a Scottish maker to avoid....below average quality passed off as handmade

Only really started getting into the model as I make a few versions of the issue & private purchase scabbards

Highly recommend Spartan Blades, If your looking for a modern copy the guys are top-notch smiths and retired SF. They also do a lot of co-design with Bill Harsey, a recognized master.

I would ask why that design, as it has very limited usefulness.
If your brother is in the SOF community I would suggest one of the other Spartan and Chris Reeve knives as more functional.

One of the better actual combat knives is the Harsey design of the Rex Applegate knife.
As you can see on the Spartan site, their Harsey knife draws heavily from Applegate's WWII design.

Here's my Boker-Germany Applegate-Harsey knife.
Stainless steel blade and guard, green canvas Micarta handle, glass breaker in the butt.
The blade is wider then the usual Applegate blade, and is hollow ground so it takes a razor edge.

These people have a selection of knives the OP might consider.

Randall #2.
Not a true Fairbairn but similar in style. Being a Randall it will only gain in value and is heirloom material.
Can be had from numerous sources in the $500.00 range.

Once the decision to spend ~ $500 is made, who else should we be looking at besides Spartan?

Are the Brits still issuing the FS?  If so, who makes them now?
