I have 2 wz48. One has a smooth action with no hesitation when functioning in a fired bolt. The other hesitates and requires a hard pull back to action the bolt.

Question is what is the proper function of the bolt?

They should action pretty smooth, but the extractor is a bit funky on them.

The Extractor is actually part of the chamber wall on these, if it is poorly fitted or excessively wore the case can balloon between the chamber and the extractor making them hard to extract, which will cause a lot of resistance on the back pull of the bolt.

Check your cases for pressure marks.

It has the snag with an empty chamber. Once the bolt is cocked it cycles smoothly. I swapped bolts out and that did not change anything.

I have a WZ-48, it cycles smooth.  Can you see unusual wear or friction points?  

Like another said, check your fired shells too.
