I have an upper I bought on the EE that has been rattle canned(tan with some darker texturing). It is better to strip the old paint first or just paint over it with Field Drab(the new color)?

Most spray paint will wash off with Fast Enamel Reducer, 3812. And it doesn't affect plastics.

You'll need to degrease before repainting, so it might be easier to strip the old paint while you're at it.
Isopropyl alcohol will soften and bubble rustoleum, as will brake cleaner or citristrip - it might come off easily too if the prior owner didn't prep it well. Probably better to strip it first for better adhesion of the new coat.
