You might want to refresh your knowledge of the law before arguing with one of the most respected SOTs on the forum.
In the situation described in the OP, the FFL does not need to be a SOT. There is no Form 3 involved in the scenario.
Buyer and Seller are in different states, so an FFL has to be involved. The seller isn’t a SOT, so he can’t transfer it out using a Form 3...so he has to use a Form 4 to the dealer in the buyer’s state. And since it’s now a paid transfer, it can be any FFL in that second state, no SOT required. (A majority of people make the same incorrect assumption you did...so don’t worry too much
)
