Get a couple different weights.

I have a fleece one, cheap Rothco.  I have a real thin one, can't remember the brand, but it's nice when you're in that sort of 32 to 40 range, but the wind is kicking.

Could go British style and keep a Sniper Veil to wear as a scarf too.  Good uses for those things year round.

I have a thin wicking one from Magellan.
It was ~$15 from academy.
Also have a 100% wool USGI I got from the local shop for $5.
A good wool surplus scarf should be $10 or less.
Maybe consider a shemagh.
You can use them as a mask, scarf, head cover, head band, gaiter, pillow, small blanket, hobo bag, ground cloth, arm sling (think injury), & tons of other stuff.
They really are a do all bit of gear and not that expensive.

Hey OP, let us know what you end up with and how you like it/them.

Neck gaiters are must for me in the winter. I don't like balaclavas.

Valuable heat-retention item, second only to a good hat.  I'd suggest one that was water-resistant, or could easily be made so using common water-resistance chemicals.

You'll need to wash the thing often, and water-resistance diminishes with every washing.  Plan to renew it.

I bought a Buff and it was a pilled up POS in no time. For $25 worth of recycled polypro I expected more than the $10 knockoffs.

The best one I’ve got was a free Tito’s Vodka promo version.

Turtle Fur used to be pretty awesome. They're still GTG now but nowhere near as good as they were 10+ years ago.

I’m running some Merino Tech’s from amazon, I like the length of them they are 25” so I can fold them over to a balaclava if needed.
