Do Lancer mags need to be modified like Pmags in order to prevent damage to the rifle.

No. They are fine without modification.

I have had feeding issues with lancers in my scars. After the mags get “used”, I have had multiple failures to feed. The Lancers are the only mags this happens with.

You don't need to modify the M3 Pmags. And lancers a GTG

My 16 won't drop free any mags except usgi or the factory mags.

just curious what's the obsession with cutting and grinding mags when there's turn key solutions?

Do Lancer mags work in the 17?  I know besides factory mags there are some other options for the stock 17 lower but none from companies I am ready to trust.  I do love my lancer mags in my AR15 so hopefully the .308 mags work unmodified in the 17.

Lancer 7.62 mags are standard SR-25/DPMS pattern mags.  The SCAR 17 uses a modified FAL mag.  The only way to use the Lancer mags is to get an aftermarket lower that takes SR-25 mags.  The lowers are pretty expensive, and some have dodgy reliability.  You really have to want it.
