 Found this on the inside of the magazine floor plate. looks like it may say: Batt LE 23 4R sights Anybody else find something like this? |

Probably the battle sight zero. Up 23 clicks, 4 clicks to the right.

Not uncommon. Different variations from piece of tape to a dedicated sticker.
Over the yes I've received three or four Garands with zero stickers. With CMP assembling rifles and parts swapping you will have to shoot at 300 with M2 Ball and see if you are actually 23 up 4 left . 23 up is alot of up for bz. |
