your way over thinking this.

It is legal for an individual to send a firearm to an FFL yes.

Your FFL can send it to the CO FFL via USPS, small flat rate box, ~ $8.50

I sold a stripped lower to someone in Colorado.   (Haven't received funds yet, so sale technically pending).

If his ffl will accept from an individual,  do i need to ship overnight and what is the best service to use?

Depends upon the policy of the company you use to ship.

Yup, good luck with that OP. It also relies upon the person behind the counter. You can quote all the policies you want but if they refuse they refuse. Make it up as they go.

I've been dealing with this myself.  Shipping guns, ammo and accessories.  First try the took everything.  Second try, no ammo, guns are good but no ammo and anything wrapped in paper (to conceal what it was) is no good.   Third attempt ammo refused at the local Fed Ex shipping center (main hub).  Finally was told to have ammo picked up.  I guess I'm a slow learner, but what a hassle, especially since the main hub is 30 minutes each way.

Its actually an upper/lower (both stripped) and the fa on the upper causes it not to fit.

Regional Flat Rate type A boxes are even cheaper.
