I hope this does come pass, although I believe if you have declared you are not going to export, then you should not come under the ITAR requirements and should only have to pay it if you have declared that you intend to manufacture for export..

The statute is pretty detailed and sets the baseline. |

Has there been any recent developments on this? I’ve been considering getting my FFL for the purpose of a small gunsmithing operation and this is the only reason I haven’t.
