So, long story short. I have my great-grandfather's Springfield that ages ago someone drilled and tapped. It is visibly crooked and the scope was shimmed in the rings with pieces of paper to get enough deflection to get it to zero.

The scope isn't any good anymore and if I'm going to rescope it I need to fix the rifle itself first. Any suggestions on who could do this?

Any smith can handle that or should be able too. Your choices are just re-drill and tap new holes in perfect alignment or weld those up and redo.

Yes, any good 'smith worth his Bridgeport is able to remove screws and retap

It isn’t unheard of to redrill with the next size larger screw size to fix alignment issues.   Actuall a stiff mill is what they likely would use to not just follow the old hole.

Edit to add, if choosing the bigger screws don’t forget the holes in the mount need to match.
