Do these have some sort of lock/detent?  Mine has a spring, and a flat spring steel “detent” but set-up doesn’t seem to engage like an AR detent, or any other sight i’m familiar with....in fact, it pretty much turns ad lib, which isn’t what I would think with a military rifle.

Normal? Send it back?

It should click every time you rotate it.  If it just freely rotates, I'd make sure that the plate is oriented corretly.  If it still doesn't work, there's a problem.
