Yes. There were some Marine EOD out in Cherry Point (I believe) that were busted for selling damn near everything to undercover ATF agents & informants. The article was covered by Playboy, but damned if I can find it. The commanding officer was recorded brokering the deal with the Stinger missile and the undercover agents said they were going to use it to shoot down an airliner, to which the CO replied: ‘I don’t give a damn what you do with it as long as I get my money’ - or something to that effect! The ATF had to take them down earlier than expected as they were running out of discretionary funds to make the purchases and they were worried the Marines were going to start selling to legit criminals...
The U.S. Gov paid around $75k per missile system from Raytheon. Currently there are rumors of the US GOV buying back Stinger & other MANPAD missiles for around $100,000 to $750,000 per missile, so there is a market and its a deep pockets game to get into.
The U.S. Gov has asked Raytheon not to release their INERT bodies and missile systems as they may find their way into a tube and the US could end up paying a lot of money & buying them again. There are stories of enterprising folks putting scrap steel, dirt & something with ventures in the bottom of the tube and then a 60w light bulb in the nose of the tube and selling it for a quarter million to plainclothes folks overseas...
The empty tubes for the stinger are not DEMIL’d until the buzzer is removed and the coil in the nose of the tube has been drilled in four places by a 1/2 drill bit, or cut length wise (with a saw or sawzall) in 4 to 6 places the length of the coil - which renders the coil useless. A good used tube with an intact coil can still spin up a seeker head!
The expended motors, inerted warheads and DEMIL’d seeker heads come up time to time, but EXTREMEMLY rare. The seeker head is classified as CONFIDENTIAL and has to be completely gutted of electronics and the dome is supposed to be broken for DEMIL. They are a real pain in the dick to get the coupling rings for the sections all lined up on the LIVE ones (which oh yeah, are the fun ones!)
The gripstocks are a controlled item, but I imagine an enterprising person could 3D model and print the SHELL of the grip stock launcher and make a trundle of money!
The battery cooling units (BCU’s) are a different animal also, as they are a thermal battery and a cylinder of coolant. Again, they could be 3D printed or use old expended BCU’s in a display.
