Anyone know why the cmp didn’t get the Ethiopian And Italian carbines that are being imported?

Because those carbines were not military aid (given to the receiving government as aid with the stipulation they be returned when no longer in use).

Those were Foreign Military Sales (US equipment purchased by the foreign government).

The question is always does the country in question own the weapons or are they just borrowed or loaned from the US via Foreign Aid.  Complicating this is the record keeping on both sides of the pond can be a little spotty.  Very few businesses could successfully dig up paperwork from fifty years ago.  

Owned - regular commercial market.

Borrowed/Loaned - CMP.

Military Assistance Program/ M.A.P.
If it went through that program then it is still the military's property.
Cap'n Crunch ate up alot of m2 carbines that were returned to the
u.s. Because "once a machine gun, always a mg". I guess some countries opted
to buy them outright/arlington ord. blue sky

Agree with others US military arms went to other countries by two way generally=

Purchased - these become the foreign countries property and will be disposed of as they see fit.

Loaned - property of US government to be returned to the states if requested

Lots of countries got aid that will never be repatriated ( Vietnam, Iran Nicaragua etc)

Some countries did both. The most common example is Korea. Apparently no one can find records to identify which guns in some countries were loans versus purchases and as such they sit in limbo ( can’t be transferred to cmp is purchased, can be surplus sold if loaned)
