They told me I could have a business at the residence but it could not be an FFL, Even if the business doesn't have a storefront, and customers are not coming to the property. They said its a safety issue no home-based ffls are allowed in the city.. The city is Newport News, Va.. Is this true? Is it likely? To me it seems odd that I can have a business but not an FFL.

VIRGINIA STATE GUN LAW

No locality shall adopt or enforce any ordinance, resolution or motion, as permitted by § 15.2-1425, and no agent of such locality shall take any administrative action, governing the purchase, possession, transfer, ownership, carrying, storage or transporting of firearms, ammunition, or components or combination thereof other than those expressly authorized by statute.

This is good to know. My initial request was to be able to sell non-FFL gun parts and accessories and they told me that was fine with a cert. of use and occupancy, Then when I inquired about in the future expanding to being an FFL they said, No you can not do that for safety reasons. She even said "IF someone knows they might feel unsafe" or something like that. It just seems odd that they will allow a home based business but not if an FFL is involved. The most I would ever do is by appointment transfers and internet sales.

Off of the use and occupancy form

"As an applicant for a business or professional license, I understand that the provisions of the City of Newport News Zoning Ordinance
strictly regulate the operation of a business of any type in a residential zoned district. The following is a summary of requirements taken
from Sections 45-201, 45-517, and 45-3001(H) of the Zoning Ordinance.
1. The owner or operator of the business must be a member of the family residing in the dwelling listed as the address for the home
occupation.
2. The home occupation must not make use of more than four hundred (400) square feet of floor space.
3. The home occupation must not make use of any accessory building.
4. The exterior appearance of the dwelling must not be changed in such a manner as to indicate that a business is being conducted on
the premises, nor shall advertising of any type be placed on the premises.
5. Storing materials in such a manner that they are visible from outside of the building is not permitted.
6. No nuisance may be created by varying from the residential character of the premises. This includes, but is not limited to:
(a) Generating more traffic, noise, a greater demand for parking, sewage, or water use in excess of what is normal to the
residential uses of that neighborhood.
(b) Creating a hazard to persons or property.
7. Conducting group instructions or any activity that results in an assembly of persons or vehicles is prohibited.
8. One small commercial vehicle is permitted to be parked. This includes a wrecker or tow truck equal to or less than 16,500 pounds
of gross weight if its operator is on the tow lists of the Newport News Police Department or the Virginia State Police.
Any questions regarding the meaning or intent of the above regulations may be directed to the Zoning Coordinator of the Department of
Codes Compliance."

Could they deny it on "Creating a hazard to persons or property" I dont think so.

Hire a lawyer.

Submit the requisite permit.

Make them deny it formally.  Until you do, you are just playing stupid games.  Either go formal and do it on paper, or stop wasting time.

If they deny it formally, lawsuit in open court.

Officially protest the information they gave you and have them show you in writing why and what rule the are denying the permit to run a home based business with and FFL involved, then go from there, but always formally protest and ask(demand) clarification from them, then move to the next step if it is required.

I do building permits & zoning variances on a fairly regularly basis.  Unless its specifically spelled out in the code you should be able to have a home based business.   Even if its not allowed in the code you may be able to get a variance (exception) from the code.   I would go meet with a city planner & talk them through what you want to do.   PM me if you have any other questions.

When I first started my business, before getting the FFL, I had to get a conditional use permit from the county. It was $350! That process was cumbersome and required far more work than obtaining the actual FFL. It was a ton of work. Most people hire guys to do the work involved for getting the permit, but I did it and I got the permit. The county is pretty liberal, but I had my ducks in a row and they had no grounds to deny it. Usually, there is a zoning expert for the county, or city for OPs situation, and they will give you the correct info. Do as much research and work yourself before hiring a lawyer. I didn't have to hire a lawyer, thank the Lord.

One of the largest Defense Oriented areas of the Country. Ground Zero for sure, dozens of Nuclear ships, Nuke plants a few miles away, mil planes have crash into neighborhoods, fuel gets dumped into neighborhoods, hurricane evacuations, but no FFLs because some people may feel unsafe. Libtards as usual.

Virginia is really odd. I was stationed there for 3 years. The rural areas are really conservative, gun toting, God fearing normal people. The cities are full of crime and liberals. That is nothing new, but the proximity to how close the rural areas are to the cities is weird. One second you are in the city and a few minutes later you are in the swamp or open country. It is sad to see how blue is has become. OP, just move the Moyock and call it good

I edited my original post to include the Virginia law that you can reference.
This is what forced city of Virginia beach to give a home based FFL his permit.
A couple of his neighbors had money to burn ( high end neighborhood) and they couldnt stop him.
