Is the diameter of a standard .223 / 5.56 birdcage flash hider larger enough to shoot 9mm through it?

No the outer diameter of a 9mm is .355/.356”. All of the A2 FH I’ve measured have a smaller ID, which would cause the front of your barrel to become toast / scrap metal.

that's why they originally did 1/2x36 for 9mm threading on pccs/ars so people couldn't do that.  i buy or recut all mine to 1/2 x 28 so it fits my suppressors (9mm)

This. They won’t interchange without machining.

On a side note.  A .380acp (9mm too I guess) will chamber and fire in a .223/5.56 chamber.  About .22 of the bullet will exit the muzzle leaving the rest in the chamber/throat, however I don’t recommend doing that.

If it is a cheapo birdcage style, then I say yes, because I have done it before. Both 1/2" threads.

So get the preferred .223 flash suppressor bored/threaded for the 9MM barrel.  This one is pinned/welded, too, since the barrel was shortened from 16" to get that XM177 look I wanted.

Or how about you just consider that 9mm is 3.44mm larger than 5.56mm

I have a 10 inch upper for my M11 subgun, and stupidly swapped out the FH with a .223 birdcage. I can't even remember why I did it.  First mag dump didn't sound right and I could have sworn I felt something like sand hitting my arms.  Did another mag dump and the same thing, then I realized what I did.  No damage to anything.  I couldn't find any rounds in the berm, but I guess the jackets, 115gr FMJ, were being stripped off and the lead core was disintegrating to some extent.
