If a receiver or part that is parkerized is going to be refinished with black nitride, do they remove the old parkerization first?  I assume based on the science of black nitride and how it works the answer would be yes because the park would block the nitriding from fully interacting with the metal?

You are correct in your assumption: parkerizing will inhibit nitrogen profusion into the steel's surface and any existing surface treatment will need to be removed prior to nitriding.
