Since you can swap barrels of different length, is there a point to listing 10-14.5 or just pick one?

This is a good way to do it...if you want your Form disapproved.  You list the configuration in which the SBR will be initially "made."  It will be initially "made" with one single barrel length.  List that.  This is the same logic that prevents "Multi" from being accepted as the caliber.
