If you were to have a muzzleloader barrel cut down how short could you go and still achieve hunting velocity and a decent powder run rate?

BP burns very quickly but the peak pressure isn't very high. Long barrels allow lower pressure to push on the bullet longer. BP velocity is rarely above 1200 fps even with full length barrels.

Anything .45 and up can easily and safely be pushed well beyond 1200 FPS. 100gr charges in .50 and up will be roughly between 1600 to 1900 FPS with 30” or longer barrels depending on powder brand and type.
