So I had my FFL for only a couple weeks, this is a home based FFL, and I've been applying to distributors. I got signed up to the more known ones.  One particular one had my premise address as billing and shipping.  I asked to change my shipping address to the one on my FFL (my UPS store address).  They said they can't ship firearms there because they use fedex. I told them ups store will receive from any carrier and they sign for it.  My sales rep checked with someone and called me back stating they couldn't ship to a ups store.  So far the other distributors haven't had said anything.  I haven't ordered anything from any of them yet because I'm having another issue finding a bank that will allow this type of business. So, anyone else had issues having fedex shipping to a ups store address?

Guns have to go to the premise address.

No, they don't have to go to premises address. My UPS store box is my mailing address on the FFL and most distributors and vendors will deliver to that address. Lipseys and Davidson's are two that will only ship to premises but Zanders, MGE, RSR, etc have all shipped firearms orders to my UPS box (via FedEx in the case of RSR and Zanders).

Ah ok. Lipseys is the one I’m talking about. I guess Davidson’s will be the same. Zanders had no problem with it nor did Chattanooga. That’s all I have applied for at this time. Thanks for the reply.

Said no ATF regulation ever.

In fact: ATF FFL Newsletter September 2013  Volume 2 page 6
FFLs May Ship Firearms to Locations Other than the Business Premises Address
ATF has received numerous inquiries asking if a Federal
firearms licensee (FFL) may ship firearms to an address
that is different from what is listed on the recipient’s
Federal firearms license.

Neither the Gun Control Act (GCA) nor its implementing
regulations contain specific provisions requiring
that an FFL have firearms shipped to his/her licensed
business premises when receiving firearms. Therefore,
an FFL may lawfully receive firearms at his/her mailing
address, storage location, or other address where the
licensee intends to ensure safe and secure receipt of the
firearms.

ATF Industry Circular 74-13 outlines “Guidelines for
Verifying Identity and Licensed Status of Transferee.” It
states, in part that “when the shipment is to be made to
an address other than the transferee’s premises as listed
on his or her license or on his or her certified list, it is
suggested that the transferor verify the address as being
that of the transferee.” ATF encourages FFLs to verify
to the best of their ability that the shipping address is a
valid location where the licensee is prepared to receive
and subsequently possess the firearms. This may require
that you contact the FFL listed on the license to verify
that the address listed is accurate. In addition, if an FFL
requires frequent delivery of firearms to an address other
than his/her licensed business premises, ATF recommends
that the shipping address be placed on file with
the Federal Firearms Licensing Center (FFLC) as an
additional mailing address. It should be noted that any
FFL receiving firearms at locations other than his/her
licensed premises must still maintain accurate records of
acquisition and disposition of firearms.

Please be advised that there may be State laws that
prohibit the receipt of firearms at a different address
than what is listed on the license.

Yep, my ATF guy during my interview said all that.  He said that it could be a policy of a distributor to do that, but there's nothing restricting it with the ATF. I also heard back from Davidson's today.  They also said shipping to Premise only.  So that eliminates Davidson's and Lipseys.  I have 3 others that doesn't seem to be an issue.

If you live in a rural area like myself, you might not get UPS or FedEx deliveries to your door. I don’t get USPS deliveries either. My local post office is my mailing address for FFL things.

yes. I'm homebased and it seems lately, the shipper has set restrictions so I can't redirect to another UPS/fedex dropoff location, like a CVS.

but sometimes I can, or at least I used to be able to.

I try to get anybody sending me a transfer to use my UPS box. It usually works, but Saturday I came home to a big rifle box leaning up against the front door.  Glad it was still there.
