Any functional reason why the ones with green bottoms are generally cheaper than the ones

with black bottoms?  American made versus Austrian?  Only difference should be cosmetic

No.

US made mags have never had green followers and floor plates. FWIW US made mags are pretty rare to come across compared to the volume of Austrian mags out there.
