Pretty much any single-diode Class 1 IR illuminator is going to have about equivalent performance as there's a hard output limit of ~1mW (0.7mW nominal).
Personally I prefer the ATPIAL-C for ergonomics and switchology, but that's largely personal preference--the DBAL does have the ability to change the size of the illuminator beam, however unlike Class IIIB (restricted) lasers, adjusting the beam divergence of the illuminator does not change the intensity of the beam.
Once you get into VCSEL illuminators like the MAWL-C1+ you can get a lot more performance out of a Class I IR illuminator, and LED-based illuminators such as the DBAL-D2 do not have the same types of restrictions as laser-based illuminators, however the nature of LEDs versus lasers means that LEDs are a little bit less efficient in terms of wavelength, meaning there is more spillover into the visible spectrum resulting in more visible signature from LED-based illuminators. High performing LED-based illuminators will also tend to be a good bit larger and bulkier than laser based illuminators as well.
