Anyone know of a quality torque wrench that goes down to 4in/lb?  My elevation cap screws are recommended to go to that setting and hand tightened they either end up slightly loose or over time cause wear on the erector damaging the scope.

Wera torque driver. Their torque wrenches go that low too but a driver is better suited.

I have this in the "up to 11" flavor. it really is nice for torqing terminals

No joke and no fooling - dental implant torque wrenches go down to that. In fact they'll really only torque from 10-50 N-cm which is roughly 0.9f in-lbs to 4.5 in-lbs. Some odd models only go to 40 N-cm and some go to 70 N-cm or higher but it's all miniscule force involved.

Just a thought since they're relatively cheap on eBay.

Have you tried a "O" ring under the cap?  They work on grip screws.
