Resize them before use to ensure the case necks are round and the proper diameter.

Check the case length after sizing.  Most likely they will still be under the "trim-to" length.  

Measure the OAL after each resizing and trim as needed to keep them under the max length.

Every time you fire and resize, the case grows longer, so measure it after resizing and trim as needed...You do want at least bullet diameter or longer for neck length of the case..so shooting 30-06 means the neck after trimming should be at least .308" long....

That's about a quarter inch short. Sounds like a QC goof.

Most likely a typo which "QC" did not catch.

The SAAMI spec for case length is 2.474" to 2.494".

In for how long the brass is after you size it.

If it’s “a little” short, that’s typically not a big deal.

Most (maybe all) ammunition makers make their commercial stuff short, with “case headspace” well below SAAMI specs.  This avoids Joe Shadetree complaining that their stuff didn’t work in his custom chambered (by him) rifle.  If the chamber is anywhere near SAAMI specs, commercial stuff should work.

But that means your typical brass hound (like yours truly) is going to get a lot of range pick ups that are short because that’s the way they were made.  First time, it’s pretty startling.
