I'm not a recurve shooter, but they do not have a draw length like a compound does. Recurves can be drawn to any reasonable length, but the weight changes the further you draw it back. Specs will give you a guideline at known parameter like the one you listed- 58lbs at 28".
You'll eventually need to determine draw length to cut arrows, but you can give the bow as a present and deal with arrows later. If you need it, tell him to measure his arm span. I told my son he was getting a custom knitted sweater so I needed his arm span measurement; hopefully not giving anything away.
