If I purchase a complete upper that includes the BCG is it generally needed that I buy the go-no go tools to check the chamber???

Ask the seller whether they check headspace before shipping. Some do, some (presumably) don't.

No, I would say never if its compleate from a well known manufacturer

You should not need to.  Some will argue that the tolerances are good enough that you should never need to at all.  But, reality isn't always the same...

I'd just ask the manufacturer.  And it would never hurt to do it yourself, regardless what they say.
