Is this like dry lube or something?  It's my friends brand new 20" FN upper and he said you can't feel it like you would a deep scratch.

Looks like dry lube to me. They just spray it in there and sometimes it runs.

Dry Lube.  Had the same on several different uppers through out the years

He couldn't get it cleaned off.  He had another issue also so he sent it back.

Thats weird dry lube usually cleans up easy.  What was the other problem?

Ejector pin came out and scratched up the feed ramp/chamber area.

My vote goes towards the anodize process. There's a sealant of sorts that's applied, which requires thorough washing, and if not done properly/promptly, will streak as you see. I've sent back more than a few lowers to have the plater redo their "work".
