Can someone explain how the little washer and screw is supposed to work

Its so you can put loop on either side of lower, If you're right handed , put loop on left side and the "washer" (spacer) goes between plate and lower so it doesn't move or spin, your lower has indent below buffer tube threads. It indexes plate to lower.
The "washer" which is really a spacer just goes on one side of your sling plate and screw holds it in |
