I have a 9mm Spikes lower that I have been having feeding problems with, Im new to the 9mm Ar15's.
My question is should I be able to wiggle the feed ramp back and forth?

Yes it is normal for the feed ramp to have minor play. What is the feeding issue?

It seems to feed everything but 115gr fmj, It pushing the bullets back into the casing.
124gr Winchester, Gold dot HP both feed fine.

What buffer are you using? I would suggest using a lighter buffer with that lighter load.

Its a Macon Armory buffer, With a Taccom extreme bolt.

Nice setup! Those Macon buffers come in different weights. They are the heaviest on the market for the most part. Do you know what weight you have? Standard for a 9mm is usually around 5.5oz.

Im not sure, Didnt know they came in different weights.

They make the adjustable one that goes from 5.5oz to 7.5oz. Remove the roll pin in the rear of your buffer and remove the some of the led shot they put in there to bring it back to the 5.5oz. The 7.5 will be too heavy for most standard FMJ ammo.

Say what?  There's a set screw to snug it down.  Mine doesn't have any play.

Dewd, clean some of the lube out! Wear marks can give some good hints as to problems, but that feed cone does look kind of shallow. Get a shot through the ejection port with it together, it'll show if the feed ramp is part of the problem.

Clean the chamber, adjust that buffer (lighter). Then report your success

Is it my imagination or is that feed cone cupped (as opposed to a flat bevel)?  If I'm seeing that right, I imagine it could deflect the bullet out of position even as it enters the cone.
