Blocks US GI twenty rounds to five rounds

During the dark days of the ‘94 AWB, I bought a couple of mags with these in them. In order to remove them, you had to drill out a rivet that prevented the floor plate from being removed. It was I assume an acceptable way to turn a 20 round mag into a much smaller capacity mag.
At least that is what I recall. Was this strictly a military/training thing or was this a legal way of turning regular cap mags into low cap mags? |

Yes I scored a brand new Colt 20 rdr back in the day that had one in it ,
I still have it somewhere . |

I distinctly recall having one of those iN a blocked Colt 7.62x39 (USGI 20-rnd style) magazine back in the day.
