Anyone know what these top covers were used for?

Sure looks like the top cover for the AK47/AK74  family of firearms.  the two rectangular cut outs on the top sort of throw me, I would suspect they are for mounting some kind of sight apparatus or for some kind of light/laser.

Galil Hadar II. It was also used on some early/intermittent patterns of Micro Galil, but only very few of them were made with them from what I could find. Essentially, not a rear sight base that you're going to find anytime soon, but would be simple to make yourself.
