There's a small chip out of the breach where the cartridge seats into the barrel. Is this issue repairable? If so, what do you recommend? I suppose I could replace the barrel, but if there are other options to repair the problem other than going with a complete barrel replacement, please advise, along with the pros and cons of each.

Pic is very blurry however if it does not effect the loading it is fine.

I would just shoot it and see how it functions.  Be sure to test with both FMJ and HP.  Prior owner obviously had feed concerns.  

That is a hack looking feed ramp job though, looks more on one side than the other.  I personally would even it out and polish it so it looked more professional, but that is just me.
