What determines whether it is better to buy it with the muzzle device detent or not ?

Depends how you plan to retain your muzzle device of choice; personally, I prefer to use the detent provided on AKs to retain their muzzle devices.

Basically, unless your barrel is cut with a shoulder to allow for shims because you're planning on using a suppressor mount, or a crush washer, or enough thread to use a jam nut and muzzle device, get the detent.
