Is this the good Ulyanovsk ammo or is it pre 8M3?

If it's hollow point it should be 8HP almost the same as 8M3.

An easy way to tell is pull one of the bullets and see if it has a plastic plug in the base.

That is a sure sign of 8HP.

Also you can save the powder and carefully tap the bullet back in the case (or use a press if you have one)  and you won't have to sacrifice the round to find out.
