Based on reading a Wikipedia article or some Virginia Tourism website a while back, if I recall correctly, the "Virginia is for Lovers" motto was started by an advertising firm (the same firm which then went on to come up with the famous "I [heart] NY" campaign/t-shirts, etc) as a way to promote many fine Virginia attractions by just filling in the blank for your particular interest, e.g., "Virginia is for _______ Lovers"
