I have never seen pepper spray at any of those stores.

I have never seen them at any of the places you mentioned. However, if you want pepper spray and you are willing to order from the internet......
I have heard the FOX 5.3 can give a nice burning sensation.... 
(you tube + FOX 5.3 =  )

Best reputable (discount) sites to order Fox online? I've found a few but no-one I'm familiar with or names I recognize...

If you're looking for a retail store. I would suggest Bass Pro or Gander. I know both of them sell at their Stores. Dick's and Sports Authority would be the others that sell Pepper Spray.

Wal-Mart had the Mace brand key chain size for a while but I haven't seen it in years.
