The Soviet/Romanian/East German RPK drum "pouch" is not intended to be used as such. It is more correctly described as a drum "cover", intended to stay on the drum while in the weapon. Notice how the tower cover flap folds forward and out of the way so the drum can be inserted into the rifle with the pouch still on? That is why it is form-fitting and has those two little cross straps that hold the cover onto the drum. The cover also helps keep dust and crud out of the drum's inner workings and provides some protection from damage in use.
My Soviet 75 rounder is in a Soviet drum cover and it works just fine like this in the weapon. I have no plans to ever "carry" it or any other drum other than in the rifle at the time of use. If it ever gets to where I have to use this in a shtf scenario, I look at it as a one time use, drop it and leave it and reload with 30 rounders once it is empty. Too heavy and noisy to be part of a regular kit, but it has some advantages in certain scenarios...
