Not surprising based on data I've seen from other sources.
I've heard several sources claim that Tula is using a slower burning powder, at least in their .223  anyways, that gives the feel of a weaker round (and sometimes causes failures attributed to light/weak loads) but consistently chrono's faster than other steel cased brands.
