BCM has some good deals going, with a free BCG included with uppers.  That's like $170 off their normal price for a "complete" upper.  The 16" versions are down in the PSA price range with this special.  I couldn't help but order one despite my intentions to wait for a while before I finish one of my current builds.

What the heck!? When did they start running this promo? I just received a complete upper from BCM on Thursday. I would have waited a week if I knew they were gonna do this

There also including a free BCM Mod 0 Comp as well as the bcg. PSA price but bravo company quality. RUN don't walk

Aim usually has complete Spikes uppers at a reasonable price.

It depends on what you want to do with it. To stay well rounded, you'll need at least a carbine, a precision rig, and possibly an SBR. Since an NFA stamp takes about 11 months to get, I'd get 3 lowers and build the carbine and SPR-ish one while you wait for the stamp on the SBR:)
