Hi, I moved back to my home state of West Virginia from Ohio, I also have a ohio drivers licence at the moment, I was wondering if I could order a complete Lower online and have it shipped to a ffl in West Virginia. I have been getting mixed answers and would like someone to clarify this for me.

      Thank You

IMO get your WV driver's license and you are golden.  You might get by with 3 months of utility bills in your name or rental/mortgage statements but the DL would be simpler and less of a headache.

The easy answer is get the WV DL.  If the lower is transferred as a rifle then no issue with the OH dl.  If it is a pistol then its a no go.

It wont matter if it will be a pistol or a rifle it will be transferred as "other" which regulations dictate 21 years of age in home state only

OP get new DL

What he said. Plus you'd have to lie on the form and enter an address that you didn't live at. The providing alternate documentation is for military on pcs orders or used on a dl issued in the state you're in.

The drivers license is a key here, and most states require by law that people to get in-state driver licenses within a specified period of time (often 60 days), so you pretty much gotta get the new license anyway.

If you're a GI, your military ID and a copy of orders (or in some states other proof of residence, like a utility bill) usually takes care of "resident" requirements.
